Alameda Corridor Transportation Authority Issues Request for Proposals for Mid-Corridor Project

LONG BEACH – The Alameda Corridor Transportation Authority (ACTA) Thursday authorized the release of a 22-volume Request For Proposal (RFP) for the design and construction of the mid-corridor trenched section of the Alameda Corridor, valued at more than $500 million – the largest design-build project ever in Los Angeles County.

“ACTA is pleased to take yet another positive step in the Alameda Corridor Program,” said Jeff Kellogg, chairman of the ACTA Governing Board. “The steps we took today keeps us right on track to get this project completed on schedule.”

Kellogg, a Long Beach City Councilman, said that they will release an RFP seeking bid submissions from prequalified teams.

The Mid-Corridor Project, a major part of the Alameda Corridor scheduled for completion in 2001, features 10-miles of railway built in a 33-foot deep trench along Alameda Street between Santa Fe Avenue in the City of Los Angeles and State Route 91 in the City of Compton. The contract will include an additional 10 miles of trackwork in the northern and southern portions of the corridor route. The trenched railway includes construction of concrete retaining walls forming a trench approximately 50 feet wide and 33 feet deep, as well as 26 highway and two railroad over-crossings.

The ACTA Governing Board previously certified the following list of prequalified teams on Nov. 20: Kiewit Pacific; Morrison Knudsen; Bechtel Infrastructure; Flour Daniel; Odebrecht Contractors; and Tutor-Saliba.

Addenda to the RFP will be considered by the ACTA Governing Board within the next sixty days and provided to the prequalified teams. The proposals are due July 1. Selection will be based on the lowest ultimate cost. Contract award is anticipated in September 1998 with project completion scheduled for 2001.
